Lots of writers have used that idea. Jerry Pournelle used it in a few of
his articles about energy, resources, and Doom.
(`Course, Larry and Jerry collaborate on quite a few stories, so it's no
surprise that they share similar ideals... ^_^)
Later!

Nothing is ever totally safe -- but nuclear power is a good deal safer than
fossil fuel power.

I would suggest that you go to primary sources, rather than getting your
information from ill informed sources who have serious axes to grind.
1. Radiation leakage is a possibility in some plant designs (one of our real
problems is that most of the US plants were "one up" designs -- no attempt at
finding a single solution and going with it). It is not a serious problem,
however (note that there have been no serious incidents in the US, despite quite
a few plant-years of operation).
2. "Overheated water out there killing a fishing industry." Sorry, doesn't
wash at all. Heat the water and more life forms get in to the "plume".
'Course, some of 'em die, but the biomass increases. Think of it as evolution
in action.
3. No one has claimed that nuclear power is totally risk free. It has,
however, been demonstrated to be safer than anything else we've got.
Before you scream about Chernobyl (in re item 3 above) I would point out that
the general lack of ecological common sense in the former Soviet Union produced
far worse (and also widespread) problems with non-nuclear power sources (and
with other production related pollution). Magnitogorsk is a mess -- not because
of nuclear power, but because of the poorly designed steel mills (biggest mills
on the ruddy planet, IIRC). Compared to the problems they've generated through
other means, the radioactivity problems the former Soviets generated are minor,
lord help us.

You have just demonstrated that you do not know what a half-life is. After one
half-life period, half of the radioactive atoms in a given sample will have
