Simple: while lower tech, the Narn ships might be able to deliver more energy
from one of their cruisers than the Minbari can from the White Star. And the
Narn's aren't the lowest in tech of the major races (unless Humans aren't a
major race) -- they sold tech to the EA during the Earth-Minbari war, IIRC, so
if you wanted a relative tech level listing, I'd think it would go:
VORLON:MINBARI:CENTAURI:NARN:EARTH in order of decreasing tech.

Actually the 'Eye of Harmony' does not exist within the TARDIS. The
thing in the TARDIS was merely the dimensional doorway to the eye. The 'Eye' was
introduced in the original series and was stated to have been a black hole that
Rassilon captured and held in dimensional stasis against the mass of the planet
Galifrey. In fact, it was the Master who originally opened the Gallifreyan
portal to the 'Eye' in the Tom Baker era which almost destroyed the Timelord's
home world. The 'Eye' was stated to be the source of the Timelords powers.

I got the impression those were left as residue from the last war. Why there
was no significant improvement in shadow tech in 1000 years is a good
question, but also a possible explanation to much that happens. Could be the
shadows have stultified technologically.
