I borrowed this from Larry Niven, but it works.
Put collections of arrays in a wide, bare expanse, like any desert.
Surround the entire thing with big, tall fence at a range of 6 or 7 miles
outside the exposure zone, and every fifty feet or so put signs on it that
read "If you cross this fence you will die".
Sure, a few fools will go anyway. They die, and the collective IQ of
the human species increases. Think of it as evolution in action.
In any case, you are missing something. You fix it so you can turn the
orbital transmitter off when you need to. Or better yet, fix it with
multiple redundant systems which automatically turn the damned thing off if
an antenna loses alignment, on top of a ground controlled off switch.

Indeed, they even *invented* one along the way. The faceplate design allowed
the camera to see actors faces without distortion. Divers liked being able to
readily recognize the faces and expresions (espically if they may be in
distress!) of nearby divers, too. Most existing designs let you see out okay,
but distort your face to someone looking in....

Durk Pearson and Sandy Shaw,in one of their Life Extension books suggested
that such a thing might well be developed for entertainment puropses first, then
trickle down to medical applications. (Note they were advisors for the movie
`Brainstorm,'...and you may remember that a character there couldn't resist
using the device to tape his memory/sensations of sex acts, too. As you say, if
it can be done at all, someone will surely find a sexually oriented
application...)

You've been reading too many "Bad science fiction" books, going by what you've
said. Or people you've talked to who are woefully ignorant. Try finding books
by Oppenheimer and others that worked on the Manhattan Project. That'll be a
good start.
